Usually a social worker is involved and they do a study to determine which household is more stable and child friendly. Many factors come into play, including parent drug/alcohol abuse, school systems, extended family involvement, child care arrangements, parents and children’s preferences, and many more. Most states have a web site that explain how this works… I don’t remember how I found the one for Delaware when I was looking for info, but I’m sure if you search under __(Your state)__ Child custody laws you’ll find what you need to know.
