I need a good effective solution, I cannot send her back to state of origin (NO decent drug programs, called mental health there and asked, they laughed at me.) It needs to be here and it needs to be soon. Any Help?

You need to contact the police for Baker Act. They have to be a danger to themselves or others though. If they are in possession of drugs and/or paraphenalia, they can be arrested too.

A doctor is the only one who can Bakers act a person and that would only happen if the person refused help and the doctor determined they were a danger to themselves or others, an example would be if the person should overdose or attempt to harm themselves then you could contact the police or an ambulance service and have the person transported to a medical facility, however to get the person in a would require the cooperation of the person. Another solution you might want to consider is the Tv program intervention they will make all the arrangements but again the person must be in agreement.~
