Report Child Abuse Online MAINE?

Question by Amber S: Report child abuse online MAINE?
I am looking for a site online to report child abuse.I can not use a phone and would need it to be online and for my local Maine office of DHHS/DHS.I will not visit any bogus looking sites by spammers and stuff only legit ones and using mcafee sitadvisor before going to that webpage. This woman has 3 kids in a small 2 bedroom apartment she lives in one and 3 kids live in a tiny bedroom and the are not the same gender either. She and her kids leave stuff out in the hall and sometimes I trip or almost trip over stuff and she is always yelling at her kids and swearing around them and they are younger kids. Her boyfriend smokes marijuana and god knows what other drugs he/she does.I’m worried about the children but as I said Her kids are always crying and yelling at all hours.I can not use a phone to call my local office and report her and I can’t call my landlord about these issues because he never calls me back or anything.
I can not use a phone because I have a speech problem.I don’t know my neighbors and I’m not talking about just yelling or arguing it’s like on the top of her lungs,at all hours. As I said I don’t know them and I’m not certain 100% if they abuse them but they cry a lot and she screams at them every day.Marijuana as well and smoking anything else IS harmful! Not just to the user but her and anyone else around her when she or he smokes it.Moving is not an option for me.3 kids in a tiny bedroom? That is a bit much,I used to have a friend that previously lived in that apartment and I would visit and it is tiny too tiny for 3 kids.
I’m pretty sure that her apartment is Section 8/subsidized housing

there is no website. why can’t you use a phone? is it only for Social Services or are you able to dial the police? Don’t bother with the 2 bedrooms separate gender stuff, or the toys because none of that is reportable. Next time you see them smoking weed call the law

EDIT – OK then phone is out. Are you set up for relay phone? I have forgotten the initials – TTBY or something like that. Looks like old fashioned mail may be in order.

And while I get your point about the tininess of the apartment – ME does not legislate square footage for families, unless it is subsidized housing.
